During BJP-led NDA government Ministry of Defence became the hub of corruption. Deals and kick-back were struck at the official residence of the Defence Minister. Comptroller and Auditor General’s report found scams in purchase of more than a dozen items during Operation Vijay code name for Kargil war. In addition, irresponsible and non-serious approach of the NDA government on serious issues of Defence is reflected by following facts: (i) The 10th Defence Plan for 2002-2007 was not finalized in time. (ii) Subramanyam Committee Report was not discussed in Parliament in 4 years. No information was shared about implementation of the major recommendations of this report. Nothing was disclosed about why the Kargil War was started, what were the lapses and, who were responsible for the mistakes made. (iii) The non-disclosure of the Central Vigilance Commission report on Defence purchases to the Public Accounts Committee of the Parliament in relation to ‘Operation Vijay’ was an unprecedented violation of Parliamentary authority.
